Soak the lotus leaves in warm water for 1 hour until softened, then drain and set aside.
Heat vegetable oil in a pan over medium heat. Add garlic and sauté until fragrant.
Add the mushrooms, carrot, and bell pepper. Cook for 5-7 minutes until slightly soft.
Mix in the glutinous rice, soy sauce, sesame oil, sugar, salt, and pepper. Cook for another 5 minutes.
Divide the rice mixture among the lotus leaves, folding them to enclose the filling securely.
Serve warm.
