Cook the rice noodles according to package instructions, then drain and set aside.
Heat the oil in a large pot over medium heat. Add the onion, garlic, and ginger. Sauté for 3-4 minutes until onion is translucent.
Add the carrots and bell pepper, sautéing for another 5 minutes.
Pour in the vegetable broth, coconut milk, soy sauce, and sriracha. Bring to a simmer.
Add the mushrooms and simmer for 10 minutes.
Serve hot, garnished with cilantro and green onions.
