In a large bowl, mix flour, salt, vegetable oil, and water until a smooth dough forms. Let it rest for 30 minutes.
In a pan, sauté onion, garlic, and red bell pepper until soft. Add black beans, cumin, paprika, and chili powder. Cook for another 5 minutes.
Preheat the oven to 350°F (175°C).
Roll out the dough on a floured surface and cut out circles.
Spoon the filling into the center of each dough circle, fold over, and seal the edges with a fork.
