Cook noodles according to package instructions. Drain and set aside.
Heat sesame oil in a large pan over medium heat. Add garlic, carrot, bell pepper, and snap peas. Stir-fry until just tender.
Add cooked noodles, soy sauce, hoisin sauce, and sugar to the pan. Toss well to combine.
Serve garnished with spring onions and sesame seeds.
