Method

Preheat the oven to 350°F (175°C).
In a large bowl, whisk together flour, sugar, cocoa, baking soda, and salt.
Stir in the almond milk, coconut oil, vanilla, and vinegar until combined.
Add the hot water and mix until smooth.
Pour the batter into a greased 9-inch round cake pan.
For the frosting, heat the almond milk and pour over the chocolate chips; whisk until smooth.
Let the cake cool completely before frosting.
