Preheat oven to 350°F (175°C).
In a large bowl, mix together the flour, sugar, baking soda, and salt.
Add the oil, vanilla extract, water, and apple cider vinegar to the dry ingredients and mix until well combined.
Fold in the vegan chocolate chips.
Fill cupcake liners about 2/3 full with batter.
Allow to cool before serving.
