Place the lentils and water in a medium saucepan over medium-high heat. Bring to a boil, then reduce heat and simmer until lentils are tender, about 20 minutes.
While the lentils cook, heat olive oil in a large skillet over medium heat. Sauté the onion and bell pepper until soft, about 5 minutes.
Add the garlic, chili powder, smoked paprika, cumin, and cayenne pepper to the skillet. Stir to combine and cook for 1 minute.
Mix in the tomato paste, tomato sauce, apple cider vinegar, and brown sugar. Season with salt and pepper, then simmer for an additional 5 minutes.
Drain any excess water from the cooked lentils and add them to the skillet. Stir well to coat the lentils with the sauce.
